He takes another Shadow Ball, then uses Guts Bulldoze for a OHKO.

Zard reverts to small Zard as Leon uses a Full Restore, and Rock Slide sends it back down in health.
One final Fire Blast, then it falls to Rock Slide.
Not done there, there's still the Sordward and Shielbert quest and beating Mustard.
