There is the lazy option to use Leon, Cynthia, N or Steven again for any of the types that have no 'strong' trainers. But I believe they will at least give 18 Arc Suit for 18 unique trainers (19 if they give a free Electric Arc Suit to the MC).
For now we only saw trainers that got developped a little by the events and the story in general, and Lillie is one of them. She can get Arceus blessing just because she care and love every Pokemon even if they are not from this world who care at this point.
