I think the whole premise of Arc suits is that they're targeting characters that feel like they hit their limit, so they choose to take it easy and just play support to other trainers, AKA the region champions. The Leon event shows that Red does not take it easy despite being regarded as the best champion ever, and continues to do intense training even after he beat Leon's ass the first time. Most champions choose to support the new generation once they hit their peak, and simply swap their motivations to help rather than continue training. Alder is just another obvious example of that, and why he kept showing up in the first chapter.
People still in the pursuit of power most likely wont get one, like most villains like Giovanni and Volo. Although there isn't anything stopping them from trying to forcibly awaken it with some dumb contraption like "Hah i've invented a device that sucks up the Arceus particles from the raw stones and now i can use them!" Maxie and Archie are sorta bordering it, with Archie being more of a supporter during the twins' NY event. Lusamine could also get one, as she just wants to play backup for her kids now that she's mentally stable. Pretty much any Gym Leader or E4 can get one as well, since they're just content having their job to help trainers and don't ever really think about aiming for any real power.
