One thing i like about Cynthia is that unlike other champions she wears a rather simple outfit. Basic black shirt and pants, pumps with a small heel and the most flamboyant thing about her oitfit is her fur coat. She is dressed in mostly black and looks very stylish and clean. Sometimes simple well done is the best.

This. What's really changed is the anime aesthetics of the time and the technical limitations of the hardware. Giovanni and Sabrina are very simple designs that can be conveyed effectively on the Gameboy, you'd have a much harder time translating someone like Brycen or Leon or Caitlin into sprites that small.

The early gens had 80's/90's anime influence and were largely very Japanese, so the designs were relatively simple and cohesive. Current year Pokemon is more of a global franchise that allows them to branch out and do more varied things. The general prompt of "American military man who uses Electric types" or "poison ninja master" or "mad scientist who lives in a volcano" would result in very different designs nowadays than it did when Pokemon was just starting out and defining itself.

Ash also used his magic powers to boost Lucario in the Cynthia fight (he would've lost otherwise), but didnt need it vs Leon
And Leon never even fought Cynthia, and then he just lost to Ash.
so yeah...

You can take solace in the fact that anime Leon can still beat Cynthia (and Ash) if they are restricted to 1 gimmick, so from that PoV he is still "the strongest"
But not against all their power-ups

Also of this is not canon to the game verse anyway
