Look at this Japanese wikipedia page for ルイ
http://ja.wikipedia.org/wiki/ルイSee how it's almost exclusively about the name "Louis", and is full of links to various people with that name? See how "some other names that are spelled like this in Japanese too" is just a minor footnote at the end? See how NONE of them are "Louie"?
It's blatantly obvious it's supposed to be Louis, Bulba is just embarrassing themselves here.
