MPM kind of highlights what you do when you can't think of a way for your supporting characters to contribute - you just have them stand in the background and give color commentary.
That being said, I really do chalk this up to the dynamic between the trio just not being fully fleshed out yet. Brock thirsting over women and Misty dragging him away is such a classic bit from the show, but it hadn't reared its head yet, since he'd only been around for 2 or 3 episodes. Adding Misty's sisters (who gave her a massive inferiority complex over her looks) into the mix would be too good to pass up, if they had known how to do it.
