Johto League legitimately only had experienced trainers (One or more conferences participated) with the only non-rookies making it to the Top 48.
Hoenn League had Morrison (Who was born and raised in Hoenn, so it seems reasonable to believe this was his first conference) and Tyson (who was also born and raised in Hoenn, meaning this is either his first league or the only one he has done). We know jackshit about the Top 8 other than Ash and Tyson.
Sinnoh League, we don't know shit about Conway's history but he seems to predominately use Johto and Hoenn pokemon, so this might not be his first league. The Sinnoh League is, however, Barry's first league.
In the Unova League, it's hard to say if this was Cameron's first league. He is extremely incompetent and ignorant but it's possible that he believed the league was in Johto due to his first league being in Johto. Literally EVERY other character is a rookie to Pokemon Leagues.
Kalos League? Yeah, that's not exempt. Sawyer, Alain and Tierno are all rookies to Leagues. Only Astrid and Remo have any potential experience with other leagues.
Overall, most leagues have first region trainers making it to the Top 16 and higher. Only Johto was purely exempt from having rookies in the Top 16 or higher.
The Alola League isn't that much better but its Top 16 generally consists of people that have access to Z-Moves or Mega Evolution or can defeat Mega Evolutions/Z-Moves, which isn't any less impressive than the other leagues.
