Personally though, Psyduck takes such a heavy investment in Skill Seeds to be good that if I were to raise one I would not settle for one that isn't perfect or close to being perfect.
Since you want it to help with the Suicune event you're better off looking for other water-types such as Totodile.
It's not like Suicune is gonna be good anyway, if you are even lucky to get a good one. Raikou and Entei have such a pitiful skill trigger rate that I have yet to see anyone using them.
Unless you like Suicune, of course.
