The first four gens very rarely cut stuff out when going from one game to the next, all the mechanics were iterative.
Then you get to Black and White and there's no berry farming, no fishing, no contests, no Battle Frontier, traversal HMs got a huge cut, no following Pokemon, barely any touch screen features and it' the first time a large portion of the game is dedicated to a one-off gimmick (Entralink and the Dream World), narratively the games are also scaled back compared to Diamond and Pearl, while the first four generations were a continuous raising of the stakes.
It's hard not to look at HeartGold and SoulSilver as the ultimate culmination of everything they had been building up since Red and Blue, while Black and White is very much going for its own thing separate from that initial run of games.
