Because when they did+ that, they drew the rights holders AND the spergy fucking children, too "mature" to play a kiddy game, but too childish to see a shitty rip-off of pokémon models was another step in the "release vaporware" gameplan. So the tizzy kids made it successful, got eyes on it and most importantly, became a rallying point they could gather around, that was finally "pokémon but for adultz1", ignoring that flying too close to the sun burned them and gave Nintendo all they needed to nail them to the wall. I have noi sympathy for them, because they WILLINGLY decided to poke the bear, not surprised the bear woke up and chose violence.
