If you're lucky enough to get more than two feedings in, this helps to secure befriending a legendary in just two encounters, but this does all depend on how much DP and by extension Down samples you're able to earn.
Personally, I don't find Master Biscuits to be worth it since they don't offer great value for the 4,000 Sleep Points required. You can secure one roll on a legendary that might end up disappointing with bad subskills or hindering nature.
Those Sleep Points are better used on Great Biscuits, Poké Biscuits, Seeds, Handy Candy. Luckily the event starts on March 31st which is on the cusp of a stock refresh, for an example where +5 Great Biscuits on the Premium Exchange can make a difference in being able to befriend multiple of a legendary.
As for getting your DP as high as possible during the event, aside from the event's special 1.2x DP multiplier for simply sleeping with a Cresselia, there's the whole question about whether or not building a psychic team will be worth it.
You will probably have much better luck using an E-zzz Travel Ticket to reroll the two random berries, like if you've got strong teams for any particular island be them mixed berries or mono-berry.
There's also the Berry Bomb strategy with Raikou, Entei, or Suicune teams where you spend all of next week hoarding berries on the rest of the team, as they can carry over to the next week and carry up to +999 berries with forced overflow. This can give you an amazing head start on the first week.
Week 2 should have a Snorlax that starts with +124k strength, which isn't that much for experienced players.
