Even back in the OS when Pokeshipping teases were at their peak, there wasn't really a way Ash/Misty could have been formally paired up without a time skip.
You can do romance in kids anime. It's a core element of shows like Cardcaptor Sakura. But that's with characters with emotional depth, which Ash has never had much of - particularly post Orange Islands.
If you want more than that, you gotta pray for a movie.
