A: you plan for the champion to have level 90+ mons
B: plan for them to always be over-levelled
C: the gyms appear much later in the storyline than expected.
for context, Clair would be around the levels of the 3rd gym leader, Raihan, Wallace, Giovanni and Grusha would be around the 4th gym here, Volkner would be at the levels of the 5th, and Wulfric would be about the 6th. That sounds way too out-of-balance for the levels, honestly.
