Johto introduces a few rivals that never got touched upon because they spent most of it on filler. Gary and Ritchie, recurring rivals, barely got any if at all screentime. Ash's Johto team had absolutely no focus or development aside from Bayleef and Cyndaquil. With that said, many of Ash's Johto gym battles and the Johto League were great. Johto had good canon episodes that were strictly canon, such as Red Gyarados plot or Lugia. But unfortunately the rest of Johto drags down the good aspects, leaving nothing behind but a mess.
