They specialise in white collar crime, so they want bean counters (and also lawyers from what I understand). It's very likely Fedorark was not some badass or intimidating G-Man-like presence prior to transforming, but moreso a very boring well organised paper pushing nerd. Just with a badge. And now that this situation has taken her outside of her immaculately constructed schedule, she's having to improvise and, surprise surprise, isn't the greatest at it. It's pretty great, honestly.
Much as it would be difficult to skirt around the roleplaying restrictions, damn, I REALLY want Fedorark to actually catch protag eventually, if only to see what dumb questions she actually asks him and the palpable disappointment when he doesn't have all the answers (or any, for that matter).
