Dawn is just Ash as a girl, that’s precisely the reason they get along so well. They’re pretty much long-lost twins and while that’s the ideal for a friendship it doesn’t work for a romantic relationship as you need at least SOME differences in order to balance each other out.
Furthermore the only really true shipping hints they get is Buneary being shipped with Pikachu, Dawn dressing up as a cheerleader to cheer Ash on, (not sure if I should count this as a hint or not but I have to admit it is kinda strange to get all dressed up in what’s traditionally considered a sexy outfit JUST to cheer for friend, like why couldn’t she do it in her regular clothes?) and that Pizza Hut commercial where Ash is holding Dawn close by the waist.
All 3 of those hints are far too vague though compared to the stuff Serena and Misty get, hell Dawn unironically has more shipping hints with Zoey, note pic-related. They are literally holding hands like lovers do, when has she ever done that with Ash? The most Ash gets are high-fives which is like the very definition of friendzoning.
