I mean, it is silly that what spurred her to try something new with her life and get out of her mom's shadow of expectations was a boy who was nice to her once at a summer camp, but I think it's an okay premise to build a character off of.
Where I agree with you though is I don't think the writers for XY really committed to giving Serena a strong impetus to change during the journey that wasn't related to Ash. It's fine if she admires parts of him and that causes her to change, but that just kind of doesn't happen. Or at least, it doesn't happen consistently, and it doesn't help that most of the episodes that explicitly deal with her crush on Ash mostly use it as a joke at her expense. I think overall, Serena's a halfway good idea, with a mostly underwhelming execution.
