No. A monster can be both which is what Pokémon are. Both Shudo and TPC handbook used a very peculiar term, this term being ‘real world animal’ as if the implication is that Pokémon are indeed animals, just not real ones. They could’ve used the term animal and be done with it but didn’t. In Shudo novel, which is fan fic tier but interesting, Pokémon were created by God on the 7th day as another unique type of animal.

Hold on buster. Notice the language used both by Shudo and by TPC handbook. They never explicitly say animals don’t exist, they specifically say that REAL animals don’t exist. In fact based off the wording it hints that Pokémon are in fact the animals of their setting and we’re explicitly told that Pokémon replace REAL animals. Very curious to have a closer look at our sources, it’s like I have been saying for the longest time as to what Pokémon are meant to be.

Honestly they should have just finished Ash's story after the Johto arc and start the new season with a new protagonist like takeshi shudo wanted. The show started to become a meme after XY and XY was not bad but not like the best anime in the world like most people claim it to be.

Shudo was the writer for the first three movies too. He stopped after the third movie as he was upset that they showed Molly's mother in the credits of the film. His reasoning was that Molly was supposed to have been orphaned and wouldn't have stolen Delia if her mother were still alive. Shudo was also upset that they made Lugia masculine in the second movie when he imagined him as a maternal figure.

It was special since the writers and animators had more freedom before Pokémon became corporatized after the Gen 2 era. The original series up to the end of Master Quest was mostly written by Takeshi Shudo (novelist and anime scriptwriter who was one of the writers behind the original Legend of the Galactic Heroes OVA) so it felt consistent, even if some episodes and plotlines were weird or not that great. Advanced was the first series written by The Pokémon Company as a corporate entity after Shudo left the franchise.
