>>46680548Of course the entire design process won't be a cohesive flow of concepts seamlessly transitioning into eachother, but there are some obvious examples of groups of Pokemon that are related to eachother evolution- or concept-wise being next to eachother due to being thought of and made at the same time. Evolutionary lines are an obvious example, as are the legendary dogs, and the Spinarak/Burmy lines being an example of them thinking "oh shit, we need to add more bugs".
The fact is, they were always intending to have two versions, and Lugia wasn't made until Shudo made it for the second movie long after the project had been retooled. It stands to reason that they had a legendary for Silver in mind, and the komainu is the most likely candidate by far judging by the evidence.
