Ken Sugimori makes great art but he is also kind of a weirdo, while Masuda is much more of a normie having formed a family and having a daughter. Sugimori is instead obsessed with collecting Princess Peach merchandise and obscure old arcade games in his room.
Masuda the normie probably got along more easily with all the businessmen that approached them during pokémania, until he was so stressed out that TPC was created to address business partnerships.
After being saved by Shigeru Miyamoto and Nintendo developing gen 1 and then being saved by Iwata in gen 2, Takeshi Shudo having died, and TPC controlling the merch, the one guy who was appointed to direct gen 3 was Masuda, the fucking sound guy.
I still wonder why not Morimoto. He created Mew, which triggered Pokémon's success. And he proved his worth making HGSS. But for some reason he never draws much attention to himself. He probably just wants an easy life. Or maybe the higher ups dislike his tendency to add stuff without asking anyone and increasing what they see as unnecessary risk.
The rest of the team is younger and joined later. Ohmori should have never joined, but he is a simple, predictable, easy to control guy, who is focused on targeting the main demographic, which is children. If you were the boss, he sounds ideal for the job.
