Shudo himself said he was willing to allow changes to Movie 2's script because it was a team effort. his original plan didn't have any of the main cast at all.

it's a very different take from Kusaka, who dedicated large parts of the Red and Green chapter of Pokemon Special to making Blue(and later Yellow) into fully fleshed-out characters, and even continued with Blue into the GS chapter.
