When talking about the best Pokémon movie, you kinda have to make a rule "not counting Mewtwo, of course". First 10 minutes are some Up tier intro that will make you cry with the clones and Maria dying and sets up Mewtwo's character, I don't think any of the movies are as powerful as that intro alone.
Mewtwo just blowing up the lab puts the stakes at the highest in the franchise, this mon actually kills people.
Giovanni scenes and the armor are kino.
Mewtwo using his psychic powers was the coolest shit, he really felt like a legendary that can easily mop the floor with any amount of normal pokémon.
The climax of clones vs clones is iconic and emotional, and it delivers Mewtwo vs Mew which could have been better as the latter was mostly playing like a retard but once he decides to attack, they fucking murder Ash.
It's cheating since it was the darkest movie, by Shudo's admission they gave him free reign to do whatever tf he wanted unsupervised.
Excluding that one, the playing field is way more even.
Lugia, Latias, Entei, Lucario, Deoxys, they've got good shit to offer
