Which makes sense how Shudo had to recreate a whole world from a cheap black and white video game, that's also why all Joys and Jennys are identical - they are identical in the games too, it's a sort of reference.
Also take note that Shudo's proper name is "Takeshi", the same name Brock has in the Japanese dub so maybe Brock was Shudo's self insert character all along.
This would also explain the strange passage of time in the Pokemon World.
