Meowth only talks because the anime staff wanted to have a way for the Pokémon to talk to the audience. According to Takeshi Shudo Meowth was picked because it was charming and evil looking. Tajiri made an IQ chart for this according to an interview but they went ahead with Meowth. Generally the series doesn't like talking Pokémon and they're only there for special circumstances like movies or special episodes. The 2012 guide pretty much highlights this and it's noticeable with LGPE and Yellow getting rid of the talking Meowth. But Pokémon aren't meant to talk in general which is seen with things like Lucario in the 8th movie vs every other Lucario in the series.

Pokémon are pretty much magical pets. This is something their creator has admitted to as early as 1995 and as late as 2018. They're not familiar, they're creatures that mirror the role of cats and dogs in the real world in some ways, their creators have pretty much compared them to domesticated animals.

What I find strange is these people would keep saying that Yajima interview is not just official but canon forever, yet those same people would dismiss any interviews with Yuyama, Shudo, Tomiyasu, Matsumoto, or other staff members. It's like only Yajima's word is the word of God to them, they won't even believe Rica of all people.

I think the issue arises because the series doesn't present Pokémon as monsters despite their fantastical nature. Monsters are often associated with aggressiveness, as scary and at times the unknown.

We know from early guidebooks that they didn't want 3rd parties referring to Pokémon as monsters as early as 1998. This is in contrast to series like Digimon where they proudly wear the monster label, and it also helps that Digimon are otherworldy digital creatures. It’s also telling when Pokémon designers talk about ecosystems, or The Pokémon Company explicitly telling others that Pokémon *replace* real animals in-universe with zero mentions of monsters, indeed in that same section TPC tells others not to refer to Pokémon as monsters. Likewise we know thanks to Takeshi Shudo that from the start the anime decided to depict Pokemon and human relationships as the relationship between animals and humans in the real world. Pokémon are usually not portrayed as aggressive nor scary and they're not otherworldly or bizarre, in-universe, creatures, they're very much attached to the natural and the natural world. And more importantly is that the series itself seems to reject the monster label even in the games.

Given these circumstances it shouldn't really surprise us when others don't think of Pokémon as monsters when the series itself doesnt and makes a concentrated effort to separate Pokémon from that label.

Okay, I'll break this down for you since you clearly need assistance:
There were two regions
Both were under one League
Both have a shared Elite Four
There's just ONE Champion for both
Ergo, Lance was the Champ of the ONLY TWO REGIONS TO EXIST

Gen 2 was supposed to be the last gen, and Shudo wanted to end the show with Johto. Unexpectedly, it was so fucking popular they had to keep making more shit.
The reason they introduced him as the 'Champion of the Elite Four' is because there was one single Elite Four, and it had one single champion: Lance.
If you still don't get it, you're beyond help and, frankly, a waste of everyone's time.
