Another thing to consider is that Switzerland has compulsory service, which is probably going to create a bit of a different culture from a fully volunteer force. Also, Miensha is actually Swiss and actually did that compulsory service, so he has an insider's perspective on what it's truly like.

Neither of them were truly ready for such a confrontation and it shows from how they speak to each other. One wonders if Layla is disguising as a different Pokemon or if the Gholdengo is so ignorant he genuinely thinks he's advantaged against H. Zoro when the reverse is actually true.
The writing does feel a bit mechanical/stilted at moments for this one, I feel like.
I really like how you portray Gholdengo's biology, though. Normally, the first instance of Layla extending her sadism beyond just Copanon and animals would be purely horrifying and might even cause the audience to start losing sympathy for her, but because it's coin golem it manages to find the intersection of horror and comedy, taking the edge off (no pun intended) quite respectably. Gholdengo was a very savvy choice.
If we now have an entire gang of Pokemon criminals operating in the town, that really enhances Layla's impetus for finding Lucarioanon. Being so focused as he is on the big, visible daytime heroics, jackal boy could very well miss the sneaky night time robberies unless someone's there to ask him for his help with them.
