Im not buying that bs that pokemon from sinnoh cant have hisuian forms when rapid industrialization like what happened in Hisui leads to numerous native species dying out. There was literally no reason to not have a hisuian infernape, empoleon, torterra, luxray, starraptor, lucario, garchomp, etc.
Also I'm willing to bet Kingambit was moved over from PLA to SV at the last second to further promote those games
