The sad thing is that outside of Silver, the general public/normies and artists don't care for any of Johto's cast due to how long it's been since the last Johto game. Most terminally online people and artists only like and draw what's FOTM/a hot topic.
As well as that most Pokemon fans online only grew up with anything gen 5 and onwards, or the Switch era when a new massive influx of fans came in. So most people now have experienced and know every single cast of characters except Johto's.
Johto's characters are basically the awkward middle child, it's not old and constantly promoted and prioritized like Kanto's cast, and it's it not gen 5 onwards/the new Switch stuff that the new fans know.
We have to wait for a Johto revisit for Johto's characters to have the chance of being popular. Even then it's not a guarantee because it could be set in a single city, in the past, or far in the future, so the cast from HGSS could get completely sidelined in favor of a bunch of new people that fans and artists will like and draw way more instead.
Sinnoh gym leaders already lost that opportunity when Arceus/the past was the main focus with BDSP being a rushed side thing that didn't have any new story content/redesigns. Same thing is happening with ZA so most XY characters are still going to be completely forgotten and at the bottom of popularity rankings.
I hope a Legends Johto is set in modern day and we get to explore the whole region. It shouldn't be too unrealistic since Johto is the smallest region

We haven't had a legends game that takes place in a whole region yet with a league to face. Then you can have Celebi just time travel to smaller specific areas set in the past or future. I think constant time traveling like that's much more interesting that just being entirely in the past where everything is more barren.
