that means each one is effectively a little mini arceus. or perhaps one of its 1000 arms. one might object and say they're different pokemon, but arcues itself is a splinter of Almighty Sinnoh/Aus according to PLA. So why not splinters of splinters?
but there definitely SHOULD be a reward for getting all 28. They put a pokedex in the game specifically for it and it does NOTHING.
