The Titans could easily be fixed by just making the fights harder, they're just way too easy for 1 v 6+1.
Star Raids are possibly the most unfinished feature of the game, I'll give you that. The only positive thing I can say about them is that I prefer them to battling 10 grunts with the same 1-2 NFE Poison or Dark type shitmoms that you oneshot anyway. Also, it helps little Timmy with thinking about type advantages because of how Lets Go battles work.

And there's a reason why: because they are VERY anal about the Pokémon brand identity. Sure, they COULD hire literally hundreds of people, but input from so many people would completely mess with THEIR personal idea of what Pokémon should be, which they have fostered so carefully for almost 3 decades at this point. Read that recent interview about their animation upgrades in SV, they are obsessed with quality checks to make sure everything is exactly the way they want it. You can't organise that with a huge dev team. That's why it's all these 50+ year old Japanese men forcing themselves to learn 3D technology and whatnot rather than hiring younger "talents".
Further, they DO have a tight budget - because time is part of the budget. I obviously have no idea if GF themselves want to pump out the games so fast, or if TPC wants them to. But fact is that the dev cycles are INSANELY short for 3D games of this size. You could release a new game every two years in the 90s or early 2000s, but that has stopped a long time ago with the advantage of technology, higher costs of living and absurd prices for things like software. This applies to literally any game dev.
