The current anime would suggest it's less about an inability to deviate from the games' plot and scenarios. It seems more an issue of being boxed in by GF's characters, and TPC's branding roadmap. You can't explore new aspects of these characters that aren't already laid out by GF. The easiest way to approach that problem is just doing 1:1 adaptations of the material, rather than write new stories that also strictly adhere to those character guidelines. They're creatively hamstrung. The anime has always gotten around this by limiting the number of game characters in their main cast. The manga borrows a lot more, in terms of characters, so there are significantly more considerations to make when writing scenarios and character interactions.

I believe Kusaka (writer of the adventures manga) said it was mostly that the games nowadays don’t leave as much room for him to make stuff up when it comes to the story and characters like the older games did. Though GF/TPC have definitely gotten more strict with making characters more consistent across all media so gone are the days of Sabrina hating Pokemon battles in the games, being a schizophrenic that turns people to dolls in the anime and a Team Rocket member in the manga.

One thing about pokemon is that they have simple design and are easy to draw, which is why so many have tons of fanart. But what about pokemon like Eternatus? That thing is way too complex and if you try drawing it on scale, it's going to be rough. It's something that was clearly design with 3d in mind.

Should TPC scale back on these crazy designs or should they keep trying to expand on them?
