If your favorite isn't in the game, it's exclusively because something else got in. It's not because some licensing deal fell through, it's not because some voice actor died, it's because TPC chose another Pokemon for that slot.
A game could come out with some shitmons nobody likes, while cutting a fan-favorite that hasn't been in a regional dex since gen 3. That kind of shit.
