TPC signed a small deal with Sora LTD/Nintendo to promote whatever current Pokemon (could be a TPC shill or Sakurai's fav) into Smash but can't be featured in anything similar (arena fighter, etc) until the contract is expired.
Similar thing happened to K.Rool, after the ballot, Nintendo was convinced people still want the character(s), so K.Rool was planning a huge come back with Bananza and other projects, but Sakurai wanted to be the one to bring him back first via the next Smash game.
Now they're going to actually promote K.Rool again outside Smash as Bananza is finally out, meaning he can participate in spinoffs again.
the Litten line/Incineroar's contract might be expired by now but who knows where any action will take place?
