The anime doesn't need to promote anything, but that is the marketing model that TPC chose to use. Sure, this anime has done a lot of dumb things, but if there's one thing they've always chosen the most logical choice for, it's for marketing. It's stupid, impractical and unneccesary to drop PoGo the character to make a new one with exactly the same purpose. Why would a series tied to a franchise with such a successful marketing model make a decision that retarded?

As for the first option, anipoke pr recently posted a statement by I think it was one of the directors, that Project Mew will soon start the chase for Mew and probably find. If anyone catches it or it escapes is up for debate. Either way, if we know that we'll see the chase for Mew in PM already, it's clear that Goh will be accepted as a chaser. With the aforementioned setup for him to value his journey over his goal, more likely than anything he'll end up valuing the catching itself over the actual end goal (Mew). Which means either he'll go on his catching journey with Tokio or with Ash. The former certainly is possible, but here comes the fact that dropping the literal PoGo character is a pretty stupid choice, especially because PoGo shilling is bound to Goh due to his name and goal.
