Whether they will or not is truly impossible to predict. No one can flat out say it is or isn't happening, because his existence is already an unprecedented phenomenon.
If he isn't coming back? I give the new show a shot, I'm here for the Pokemon, and the first three months of any given series always tends to be of higher quality than what follows. I'll probably drop off, as Goh was the only thing that kept my interest throughout PM.
If he's in? Same shit. While I like Goh a lot, they fumbled the ball hard with him at the end of PM2019. Reduced to a cheerleader for the most sterile version of Ash we've seen in a while, when he's literally in a highly sought position as a chaser-- I want to see more of the Project Mew guys, more Gary, more Tokio, all their scenes and dialogues are leaps and bounds above the Ash stuff. If the same problems persist, I don't like Goh enough to stick around.
