A champion's level meant to be way way higher than ordinary trainers like Roy. This series haven't anything to showcase Nemona's strength as a champion except for have her job an undeveloped protagonist with no accomplishments because nobody cares about him.
Specially when a Tera Fighting Pawmot would not only resisted Fighting type move but also received more boost than Lucario's adaptability. It also doesn't help that Lucario was a glass canon with weakness to fighting type moves.
