If it didn't last more than one Champion's League then you'd only ever have one guy other than the E4 and Champion Master battling it out. Incidentally, since we saw Flint battling Cynthia at the very tail end of D/P, does that mean Tobias got knocked out of the Champion's League?
I'm guessing it's something like, you win a regional league, you get a pass to enter any champion's league for a year or whatever. That way the Champions of every region are about the same strength.
I'm probably putting way more thought into this than the writers ever did, though.
