You're conflating 2 different kinds of "dexcuts".
Unova did not elicit to not include the full national dex, it just withheld it behind postgame. You can still transfer in every single Pokemon (sans Notch Eared Pichu) for postgame activities.
You cannot do the same LGPE and forward.
And for the record, Gen 5 not including pre-Unovan Pokemon prior to postgame was criticized back during release too.
