I.e, every Pokemon in every game has to have new animations for new things they add in with each game, and that gets exponentially harder to do every time if they have to do it for every single Pokemon that exists because they can all be transferred into each game even if they're not catchable. So every Pokemon in SwSh would need models for everything that a Pokemon was capable of doing in SwSh, and then any new things that got added in Legends Arceus, or SV, or Z-A, etc.
It's still a bullshit excuse that reeks of laziness when they could just fucking tell TPCI that the budget needs to fucking go up, they're the most profitable media franchise in the entire fucking world, the games don't have to have shoestring budgets, but it has nothing to do with remaking models. That said, starting in SV, they have actually updated models and animations since XY. Some Pokemon that were always flying on the 3DS (because of XY's sky battles) like Charizard and Tropius aren't flying at all times anymore.
