A strong hit towards their being a scrapped Pokemon Z was the fact that the XY anime got an entire arc called XYZ that focused on Zygarde. It was weird that there was no game to go alongside with the major opportunity for cross-promotion from a marketing standpoint.
Zeraora's movie doesn't at all make any references to Kalos and its setting more closely resembles Unova or Johto with Fula City being based on San Fransico and the city having Japanese-style festivals to honor Lugia and other Pokemon.
I think it's more likely that Zeraora was designed to be an electric Kami or Yokai. Being created for Legends ZA, they may have decided to give Mega Zraora a horn to retroactively make it resemble Ratatoskr since they're kind of returning to that mythology, but even then I think that it's more likely that the horn is just supposed to invoke the imagery of a lightning rod and that the resemblance is just a coincidence.
If you look at the leak documents that include meeting notes, you'll find that GameFreak feels that they didn't get a chance to revisit Xerneas or Yveltal in a meaningful way. To me, this implies that their focus was more on the lore of the Ultimate Weapon and such than the Norse Mythology that inspired the trio as a whole.
