>>51644278Because letting Hoopa-U, a Gen 6 Pokemon, go on an uncontrolled rampage by unlocking it sounds like a Villain arc plot point in a similar vein to previous arc plot points. It's not something extensive in length to stop but at the same time it's something that would suggest that those with the most knowledge of Hoopa (Kalosians) would get involved to try and stop it. Colress does make Unova likely, along with keeping a general order by gen (only tweaked by Sinnoh remake timing), but it's just suspicious to me to have this interlude dedicated to talking about Hoopa-U instead of something more Unova-related since all of the XYZ Legendaries are already in the game. Kalos doesn't have many Master Fair choices left. It really boils down to Greninja, Shiny Xerneas, Hoopa-U, and Volcanion.
It's also worth noting that DeNA has hinged on story beats more than character appearances in the past. People debated whether the May VA was going to be Johto or Unova. The same way you can look to Colress is the same way people looked to the Striaton Bros being put in the game in April. Instead, Johto was the choice because the end of the Sinnoh arc had Giovanni mention loyal followers, hinting at his Gen 2 admins.
So while it could very well be Unova, the story direction on top of the Shauna line recording hints at Kalos being set up.
