There was no build up to Ash beating him at all, he was a last minute character which everything already knew by the status quo was going to beat Ash. Sinnoh also was not building up to an Ash win in the league at all. Alain meanwhile had multiple rival battles up until then, establishing their desire to face each other. And with two losses under his belt, the writing very much set up Ash to win the third (rule of threes and all that), ESPECIALLY since Ash always beats his rival in the end, and since Alain was the rival his win was perfectly teed up.
