If he planned out how the whole tournament would go, him not using it as a celebration for his own work (he's written for the show for 25 years) would be odd as hell. He knows what he did in DP191 with Ash imagining Infernape battling Cynthia. He knows the history of Ash's Charizard, what they did with Greninja, Sceptile, etc.
Tomioka choosing not to bring back old Pokemon is very odd. At least BW had the excuse of a fresh start, Yajima wanted XY to be self contained, and SM obviously was Matsui's direction and didn't make sense to use old pokemon there to fit the theme of Alola.
Tomioka has no excuse here.
