Pokémon is not an anime franchise, it's a whole money making machine that happens to have an anime. The anime writers have to answer to the suits.
You mention Digimon and precisely it's better because the IP owners let the writers do stuff that TPC and their obsolete hierarchy will never let the writers allow to.
