The company has a bunch of crazy fanboys and fangirls defending them, which is the ultimate shield from any criticism, even IRL you have morons defending giant corporations and trying to shield them from any criticism.
The beta version of Strong Sphere has side-effects, but also we know it's currently being tested and Spinel can just say it's a "work in progress" and explain away any issues that arise by claiming "oops we're still perfecting it". Not to mention most loser trainers are desperate enough to keep using the Sphere despite the side-effects.
Like they could send someone to investigate one of Exceed's factories, but that's such an obvious move that Spinel has likely prepared for in advance.
The notion that someone could just arrest and jail Spinel is pretty laughable. Dude has the public behind him and there's no actual footage of him doing anything bad. People can speak up against him, but with no concrete evidence of him/Explorers being criminals, nothing will change.
