You ever have a special kid in your class that no one likes and the teacher tells everyone they are friends and you have to be nice to him because he's special, so the special kid just assumes everyone is his best friend now because the teacher said so even though no one likes being around him? It's like a leftover of the way he was raised and protected by adults, except Luis graduated years ago and hasn't learned that the real world doesn't work like that.
It's the only way I can wrap my head around why on earth tattling like this would enter someone's mind as it's totally nonsensical, he's just used to being validated and getting people in trouble and doesn't realize he's a man in his mid 20's yet.
