Not cause no one could ever possibly properly challenge her or beat her but simply because she doesn't think of people that way. The concept of rivals in her head doesn't exist, it'd be entirely one-sided cause she doesn't think of anyone as rivals, regardless of how well they do against her.
Cynthia was the only one who gave her a challenge (other than when Ghetsis used Kyurem) and she just considered it one of those 'individual losses' and went into seclusion to learn and train. Her path to development is solely centered around herself. If she loses to someone or almost loses to someone she just mentally analyzes the battle and then starts thinking of what can be done to improve her fighting so it doesn't happen again, puts said information into practice in her training and then moves on entirely.
Cause in her mind "if you need a rival to motivate yourself to improve, you likely won't make it at all cause you will lose all drive and direction once you either surpass that rival or realize said rival is well out of their league and is no longer a feasible goal to overcome."
