You could hire free lancers, to do the pokemon models and designs but chances are they would all be incredibly inconsistent. Which would be a pain to handle.
The better answer would be to hire a group of around 50 call it the life department. Even if you boost the pokemon to 1000 it's only about 20 pokemon each they have to animate. This includes pokemon like metapod which would take a few hours tops.
This would let them offer chances to climb the ranks to, you do a good enough job in the life division you get to work on the new pokemon, or some general world design shit.
Also they could keep this group separate from the active team to avoid leaking any details of new pokemon out to the public. Handling 50 NDA would be easier than 1000 pajeets.
