She doesn't look like she has much of an identity, nothing in her wardrobe really sets her apart in a meaningful way, nothing about her posture really says much about her personality, and her color palette theory is a mess. The dopey little smile says she's probably a chill person but that's really it. There's no hook to focus on, and consequently no appeal.
My sincere advice to you is to refine the design. You've got eight major colors (orange, red, purple, yellow, black, grey, white, off-white skin), you can trim that down to four or five easily without fundamentally changing anything to achieve a more cohesive base.
Take the time to look through official art; look through player characters, clothing options, gym leaders, route fodder, team grunts, all of them, especially the Pokemon themselves, and look at what kind of motifs are carried from one character design to the next. There’s nothing that really makes her a part of the universe instead of a grungy fan of the universe. If you're going for an unorthodox design, you can almost always find one or two details from an official character that you can still sprinkle in to lend legitimacy (ORAS Shelly's hip vents on her diving suit, for example). You even had an easy in by giving her Duskull-themed pants and you didn't go for it.
This design could actually be something great with another pass over. I can see the potential in here. Why don't you try planning out her Pokemon team first to give you a better idea of what kind of person she is.
