I think they made a tough but pragmatic choice. Covid fucked them and the quality of Ash vs Leon is a miracle given how badly they got thrown off course. I'd have preferred a big flashy ending for Project Mew, but I think they made the smarter business choice. However it has nothing to do with ideas, potential, or an inability to tell an interesting story with Goh.
Goh is generally a more complex and interesting character than Ash, and the writers got to write a more flawed, realistic kid with Goh. I think he's bursting with potential but they knew the backlash of backseating Ash would be too great.
