What Arven is talking about has nothing to do with the existence of the paradox pokemon themselves but rather how they could be in Area Zero 200 years ago appearing in the Scarlet/Violet book when they were pulled through using the time machine.
The answer is obvious because there's a fucking time machine, we as the player should be able to understand the implications and how it can be used to facilitate that, but the question now is who would do that and why?
